Cessation Charge when Migrating to sky

I was thinking of taking up the £12.50 unlimited through MSE and called up plusnet and was told that it would be £30 for changing over to them, I thought this was only applied when cancelling your line ?

Hi there,
A migration to an LLU provider like sky from a different broadband technology (such as the BT Wholesale based fibre and ADSL we do) involves a cease of our service which is why the fee comes into effect I'm afraid.
