This seems to conflict with http://portal.plus.net/support/customer_service/billing/cessation_charges.shtml
The opening clause states

END USER CEASE CHARGES
General Description
Cease charges will apply when a BT Wholesale ADSL End User service is terminated or
replaced by a non-BT Wholesale ADSL End User service (cease and re-provide).
A cease charge will be raised under the following circumstances:
· The Service Provider raises a cease order.
· The Service Provider asks BT Wholesale to raise a cease order on their behalf.
· Openreach issue an unsolicited cease because the PSTN service has been
terminated.
A cease charge will not be raised in the following circumstances:
· The End User line has been migrated to another ADSL service provider using the
published migration process.
· The End User line has been migrated to an LLU operator (either SMPF or MPF)
using the published migration process.
· When End User service is migrated to another BT Wholesale ADSL service and /
or to another Communications Provider (CP) where a MAC code is used.
End User Cease Charge: £24.74 (exc VAT)

This seems to conflict with http://portal.plus.net/support/customer_service/billing/cessation_charges.shtml
and the original quote which was taken from http://www.btwholesale.com/pages/downloads/service_and_support/service_support_hub/online_pricing_hu... is unclear to me.
Quote 4. When do Cessation Charges apply?
They apply to any customer who has a broadband cease placed on their line.
Generally, the main reasons for broadband ceases are:
* A broadband account is cancelled (without switching providers)
* Switching providers without a MAC Key
* The telephone line used to provide broadband is cut off
Cessation Charges don't apply when using a MAC Key to switch providers (this is called a migration), as a broadband cease is not required.
The opening clause states
which clearly indicates that a move from BT wholesale to LLU incurs the charge but the later clause appears to contradict it
Quote Cease charges will apply when a BT Wholesale ADSL End User service is terminated or

Is there a migration process from BTw to LLU which doesn't create the charge.
Quote A cease charge will not be raised in the following circumstances:

The simple answer is - if you transfer your broadband to another provider that uses your telephone line, a cessation charge will not apply.

Quote Obtain a MAC code from your current service provider
Once you have signed up we will contact your current provider and arrange to transfer your services to TalkTalk. In a small number of cases we may need you to contact your current provider to get a MAC (Migration Authorisation Code). We will tell you during the sign-up process if you need to do this. Don't worry; it's standard procedure to ask for it, and your existing providers will know what they have to do.
Once your service with TalkTalk is up and running we would recommend that you contact your old provider to ensure that they have stopped billing you.
