Cant access failed billing screen within 14 days of failed payment

Hello,

 

Having some issues with failed billing, the screen won't pop up for me on any device and I can't do it on a WiFi connection.

 

I have tried accessing the Plusnet website with no success because of restrictions.

 

Any advice?
