Is there a cooling off period?
The reason being is that I was be BeBroadband who don't offer FTTC. I noticed that it was available through Plusnet and signed up. I knew there was a 120gb limit per month, which I was happy with.
My line got activated this morning and speed tests show 37Mb/s, which is fantastic.
I'm a web developer, so I thought I'd take advantage of the extra speed and download some backup files from some servers, only to find the speeds were slower than my old ADSL (500k vs 750k). I did some searching on Google and came across a page on the plusnet website that outlines how different tasks are restricted at certain times of the day and at what speed they're capped at.
Now I've found that page I've realised that Plusnet isn't for me, and I was better off with my old provider where I could get 8Mb/s all day no matter what I was doing.
I find it odd that I've got a line capable of 37Mb/s, but I can't really use it to it's full potential, or at least not for the tasks that I want to do, which I'm actually worse off with now.

You can add a 'pro' option for £5 a month which gives you line speed at all times.

Yep, the Pro Add On seems ideal for your requirements.
You can activate this from the Member Centre Add Ons page and it takes effect immediately.

Technically it should be 'Welcome back'
I was a Plusnet customer five or so year ago until I moved to BeBroadband, there was no sign of Be offering FTTC anytime in the next year, so I'm back here.
