Can you please let us know if you were unable to bypass splash screen? This should allow you to remove restrictions by yourself. To avoid any restrictions in future I can suggest to update your payment method on account.

There was some work done recently in regards to splash screen and whole restriction process. Once this work and update will be finished, you should be able to remove restrictions by yourself.
For now - there is possibility that splash screen may not be correctly displayed on all mobile devices/tablets, but it should still be visible on PC/Laptop with option to acknowledge this message and continue browsing.
