Billing dispute

Anyone else had problems getting a billing dispute resolved? I'm still waiting the outcome of a dispute regarding the charge of £6.99 p&p for a router, which my contract stated I did not require and after a considerable wait for my service to be connected I was told by a Plusnet agent that the p&p fee would be waived. Now I've been charged for this and dispute that the call transcript should be made available to clarify that the agent did indeed tell me the fee would be removed. I'm still waiting and I cannot raise a ticket on my member page as the option is not available? I'm beginning to feel a breach of contract coming on, anyone else feel Plusnet is going downhill fast?
