Can someone please contact me by email? I can't get chat to load and I'm being billed incorrectly. Chat doesn't load, I guess it's blocked & no obvious means of being able to raise a ticket, can't call as at work.

Chat has been discontinued by Plusnet although a few links to it remain - one is, unhelpfully, on the Help assaistant page of the Members Centre!
If you cannot ring in then contact options are these Forums (on an appropriate board - the Live Chat iboard s less likely to be seen by a Plusnet staffer), Facebook or Twitter.
Perhaps a Mod can move this to the MyAccount / Billing board so that it is picked up by a Plusnet staff member.
