Billed for unknown 123 number !!!

I've just received my latest bill, don't understand how I can have made a 123 call, No-one else lives at this address,who could have made a call. I know for a fact, that I have never mis-dialled.  looked at previous postings,seems like this is not an unknown state, perhaps someone could explain, thank you.

Its possible an engineer used 123 to test the line when working on outside wiring.  They aren't supposed to do it, but it's happened before.  Hopefully someone from PlusNet will refund you the charge.
