Being charged in error

In early February I moved house. Since then Plusnet have tried to charge me for a non-existent fibre service at an address where I don’t live. Endless phone calls and online messages bring assurances the problem with the account, which they acknowledge, will be fixed. But it never is. I just keep getting bills followed by emails and text messages ask for payment. I am at my wit’s end as to how to get them to put things right.
