Being billed £21.49 for a £19.99 product?

It looks like in March (odd time) my bill went up from £19.99 to £21.49, which I appear to have been billed at since.
My account summary still says I'm on a £19.99 product and manage my usage says to incur £0 for extra bandwidth usage.
Not sure what I'm missing!
Also - is there a plusnet product that offers more than an 80GB allowance?

We introduced a £1.50 charge for non-direct debit payers, so that is why it's gone up.

There's no chance of fibre here I'm sure, it's not even worth looking. Mind you, that probably goes for quite a lot of the UK at the moment.
