Agreed discount not applied

Please see ticket 92323027. Why does this happen, discounts are agreed an confirmed but then not applied?
This is the second time it has happened to me.

No sign of any changes yet. I was expecting to see a credit for 4.99 to cover the overcharge on today's bill.

Hi,
I can see what's happened here. Matty did put the discounts on, but it looks like billing had already run thus you've not seen it on your latest bill. I'll get this months refunded for you.

Yes, obviously billing had already run otherwise how would I have known that the discount had not been applied?
So, the discount is now set for future months and I will receive a refund in respect of the discount not applied for thr current period, yes?
Edit - just seen the credit invoice for this month so thanks for that.
