I never really considered the prospect of anyone requesting new hardware when moving between different products on the same "service".  It seems to be a moot point though, as doing a dummy run through the product change wizard completely skips the questions about hardware:  After selecting the 'phone service it goes straight to the confirmation page, so PN have been smart enough to script in a recognition that you already have suitable hardware and that there's no need for an engineer appointment.
I guess the re-contract question will really come down to what it is you are contracting to - the provision of any fibre service, the provision of a service at certain level, etc.

OK, I just had my ticket answered:  The product change can go through because there are no current changes showing on my account.  The would be a recontract as the switch from Value fibre to Extra fibre involves a "modify order", but normally there's no recontract when moving between broadband products.  So it looks like the scenario that Oldjim posted earlier is correct; every toggle from Value to Extra will reset the contract but not if you move the other way.
There's a bit of a "wrong way round" feeling there: I'd have thought that changing up might not force a recontract since you're proposing an increase in revenue for PN beyond what was originally contracted, while changing down would result in a decrease in revenue, so it'd seem more logical to ask for a recontract in order for PN to guarantee a minimum income.  But it's maybe a flowdown of something driven by the infrastructure provider.  Anyway it hardly matters for me, one month into the 18 :D.
(A 43 hour turnround on the ticket wasn't so great though, when the declared target is nominally 8 hours  ???)

Moving from Value Fibre to Extra Fibre does recontract. That's because there's a modify order placed and the monthly wholesale cost we pay increases. Moving the other way doesn't create a new contract.

Shame there's no option to go for the Extra allowance whilst continuing with the Value speed profile which would not require a modify order. That would be ideal for the scenario Jim described.

Perhaps there could be a product called "Plusnet Extra Value" (Extra allowance, Value speed and a mid point price).
