12 month contract for product change?

The Product Change Policy states (in the 'Original Product: Previously Sold Products' section):
Quote
Customers changing from previously sold products to Plusnet Value and Plusnet Extra would begin a new 12 month contract.

Does this mean that if I switch from my current product (Premier) to Extra I'll be tied in for 12 months?

Thanks Jim. I thought it didn't make much sense for existing customers to be tied into a contract when changing product while new customers are not.
