I'm sorry to hear you've been charged for a SIM card on two occasions. If the order has been successful, you would've received an order confirmation e-mail. However, if this isn't the case and the order hasn't gone through, your pending payment is most likely to be in a holdings account with your bank; they usually release this back into your available balance within 5-10 working days.
