Voicemail not part of package?

I just got a call from PN about a broadband issue but it went to Voice Mail
I dialled the VM number and it insisted on me setting up a pin (which it continually complained about). I hung up and tried again and got my VM.
Then I got a Text message, and an email both stating:
We just wanted to let you know that you've used 10% of your Smart Cap limit, which is set at £10.00. This is usually because you've used up all of one or more of your allowances (SMS, calls or data). We'll let you know when you've used 30%, 50%, 80% and 100% of your Smart Cap, so you can keep track of what you're spending. |
and my account page shows:
3.89GB left
of 4GB
27 days
Until allowance refresh
OUT OF PLAN USAGE
You have £9.00 left until you reach your Smart Cap (currently £10.00). We will notify you when you are
Which seems to be about how long I was on the Voice Mail system for.
Isn't Voicemail part of the package allowance?

Looking at my call log on my phone it looks like the number sequences I was trying to get the VM system to accept as my PIN are showing as a call - although it's in no way a valid phone number and VM was complaining about the number I was entering.
and lo and behold when go into the usage on my phone account there it is:
18-Jul-2020 | 44XXXXXXXX33 | 001xxxxxxxxxxxx | Mobile Originated Call - Voice | 00 min | £0.83 |
I did NOT dial two leading zeros
