Still no tethering

Hi,

Needed to tether my iPad today for the first time since moving to Plusnet. No joy! Phone connects to iPad but no internet connection. I have read elsewhere on this forum that some Chinese phones don't work but mine is a mainstream (if a little old) Samsung S4. What on earth is going on? Can any other Samsung user tether OK? Is there a solution that doesn't involve rooting?
