Roaming in Switzerland

My mobile  won't make calls when in Switzerland or Italy.

I get told 'You have used all your calling credit' which is not the case.

Why do I get this error message?

Thank you for your interest. I have sent you a PM. Strangely the problem has gone away today. There are many mobile networks where I am at the moment in Zermatt, Switzerland.  I often ski over the border to Cervinia in Italy.
