Receiving texts abroad

I received 2 texts from Barclays whilst in Hong Kong and upon return I can see on my account usage that I have been charged £1.80 for "sending" them, nowhere in the roaming charges does it mention a charge for receipt and I did not respond to them as I knew of outgoing charges, so why is it I am the one being billed outside my plan for receving them? Thanks.
