What's included in my plan allowance?
Your allowance includes:
- calls to any UK mobile, UK landline and national numbers beginning 01, 02 and 03
- standard texts to any UK mobile
- mobile data within the UK
- calls to numbers beginning 0800, 0808, 03, which are free of charge
- calls to your Plusnet Mobile voicemail made when in the UK.
There are additional charges for calls and texts to other numbers in the UK and to all numbers outside the UK (including to the Isle of Man and the Channel Islands) and sending media messages, which may include messages containing emoticons. We’ve detailed these further down.

So are 03 numbers free or are they included in the minutes?

I had to read it twice, but on the second time I could see a reason for confusion ...
If you're on an unlimited tariff, it makes no difference, however if you're on a fixed number of minutes, then according to the first line in bold, calls to 03 numbers will count towards your included minutes allowance, whereas according to the second bolded line, calls to 03 numbers are free and thus should not be counted against the allowance.
For those on a limited minutes tariff, this needs to be clarified by PN.

Many apologies @OB, I read the first line and did what I asked of you with the second.
@RJM That web site you link states quite categorically:
03 numbers cost no more than a national call from any type of phone or provider.
&
Calls to 03 numbers cost no more than a national rate call to an 01 or 02 number. They must also count towards any inclusive minutes in a phone contract in the same way as 01 and 02 calls.
These rules apply to calls from any type of line including mobile, landline or payphone.
So yes, they're included in your allowance (whatever that may be). It's not up to Plusnet, it's just a typo.

Hi @OB,
I can assure you 03 numbers are included within your minutes, and you'd only be charged for calling them if stated at the beginning of the call or you had no minutes left in your bundle to use.

... so surely bullet point #4 in the original post is incorrect, as calls to 03 numbers are not, strictly speaking, "free of charge" if they count towards the included minutes allowance? Or do calls to 0800 and 0808 numbers also count as 'included minutes'?

Hi all,
Numbers beginning 01, 02 or 03 are included in your bundle allowance so for example, 0345 numbers will be taken from your minutes. 0300 numbers along with 0800 and 0808, are free entirely and won't be charged at an extra rate or use any of your minutes allowance up.

So, Plusnet Mobile are allowing 0300 numbers for free and not out of bundled allowance?
According to this site they are not free of charge:
