Good afternoon Amor00
You should log a formal complaint asking what is being done to sort this problem out advising PlusNet that it is affecting your credit rating and you are very unhappy and want compensation for the distress caused and your credit rating sorted
You should wait six to eight weeks for PlusNet sort and if nothing is done to your satisfaction you should complain to the Ombudsman Services who PlusNet are a member
I would think the Ombudsman is having many complaints about PlusNet's new billing system

I would also consider a report to the Information Commissioner for failure to hold/ report correct information, under GDPR.

The official path for individual issue resolution is through the ombudsman/CISAS schemes
OFCOM do not investigate individual complaints
BUT
anyone wishing to raise their failed billing and restriction, or double billing due to these ongoing Plusnet system issues with OFCOM
Use the OFCOM online report form,

and you can use a Heading of Plusnet Billing System Issues OFCOM REF: 00688755
OFCOM do not address individual issues, but DO compile information and address widespread 'issues' with Companies - as Plusnet already knows.
