Almost certainly PN don't have a roaming agreement with on-waves!. The problem is they really don't know what networks they do or don't have agreements with. We've seen problems here with roaming not working in some counties, Croatia and Andorra being two. PN were asked some weeks/months ago to confirm which countries they had agreements with and the query was referred to the 'OPS team' , so far no response has been forthcoming...
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.
