No network or data

In Croatia, had internet access fine on arrival but part way through the day the mobile signal and data has completely gone. It returns for about 3 minutes when I restart my phone and then disappears. I don't have anything to release the SIM draw and remove the SIM with me. Any help appreciated, thanks Grace
