Mobile data turned off by operator - regular message (phone services)

Hello,
this morning my phone (Galaxy S8) has started pinging up regular messages saying that "Mobile Data turned off by operator". I have tried the usual fixes - removing and re-installing the SIM card, restarting, turning data on and off, turning airplane mode on and off, and it still repeats with the message. So I am left with the option that it's an issue with the SIM card. How can I request to get a replacement SIM?

Apparently there is some Plunet mobile connectivity problem today - there is a message on the customer support phone line that they are aware of this, and to turn off devices for a minimum of 30 seconds. Also I see other posts on the mobile forum referring to similar problems. So might not be my phone or SIM card after all. I will wait and see.
