Charged 1p for 0MB of roaming data

I recently visited Hong Kong and kept my mobile data off at all times.

Received my bill today and there's entries for two of the days:
29/11/19 Data Roaming Originating - Zone 4 0.00 556.25 £0.01

30/11/19 Data Roaming Originating - Zone 4 0.00 556.25 £0.01

0.00MB of usage, but I've been charged a penny twice.  My data was completely off, so I'm a little miffed as to how Plusnet have come up with this charge.  It's only 2p, but slightly annoying when you haven't actually received any service.

Anyone got any ideas?

I am very sorry to hear there have been charges applied to your account despite your mobile data being turned off and your data roaming use showing as 0.00 . We'd be happy to investigate this for you, in order to do this please send me the following details over private message:

-Your full name
-Your full address including postcode
-Your mobile number

Please comment on this post once you've done this so that we can make sure that this is picked back up.

@Bruce47  I've seen some reports on the web where it seems it's possible, if the phone is switched on or rebooted, for very small amounts of data to be used before the phone recognises that data roaming is switched off. Could that be a possibility ?
