Are you trying to send to a shortcode number ? PlusNet don't support sending messages to shortcode numbers

Sorry, no idea what a shortcode number is. I'm trying to authorise a paypal payment. Why should that be a problem? Your advertising doesn't say that you don't offer a full service! How can I resolve this?
@PollyW a shortcode is a 5 digit number. I don't use Paypal myself but I believe the authorisation check DOES come from a shortcode no, 62226 if I recall correctly https://forums.moneysavingexpert.com/showthread.php?p=74932849 In which case you will not be able to reply to it from your PlusNet mobile unless there is a full mobile number equivalent.
