do I have to pay for the first 60 mins of a landline call if I go over the 60 minutes free time I'm allowed on my contract.

As far as I am aware - no. You only pay for the excess time over 60 minutes - at least that is what I found when I had an excessively long telephone conversation with HMRC last year.

Also from experience, I can confirm that it's only the time over the hour that is chargeable.  😊

With the situation with the virus it is taking hours to get through to anybody about anything.
