Why is Call Blocking not offered as a Calling Feature?

The lack of call blocking (ability to block International and Premium calls) prevents me from moving my line rental to Plusnet.
Currently you have to try to request it, on a short term basis, but it is not officially offered.
Why do Plusnet not properly offer call blocking as a calling feature?
Are there any plans to offer call blocking?

When we build new functionality, products or services the Business Analysts go around the business and build a list of requirements. I don't think we will have retained documentation far enough back for me to see if this was ever submitted as a requirement but it's likely that it was not due to a much smaller telephone user base when we built the WLR3 functionality (launched 2.5 years ago off the top of my head). As such, it was never built. We run on an extremely restricted development life cycle at the moment so I can't sneak in a change to the portal but as and when a project comes along that is already changing the telephone side of our systems, this functionality will be requested.

Call blocking has been asked for on many occasions as I recall.
