Why doesn't BT have enough engineers?

Reported a line fault on Saturday- no phone line, no internet - Having to wait until 6 January for a BT engineer!!! I'm sure I'm not the only one having to wait. Knowing the huge amount of faults, why doesn't BT have enough engineers ?!
Also read a report saying BT isn't meeting line fault targets.

Their bosses are concerned for their Health & Safety at work under the weather conditions, and dont want to pay out any compo if it ever came to it

Any system / process that is designed to run efficiently under normal demand cannot cope when demand significantly increases without time to react. If BTOR were to have enough engineers to deal with the recent issues (numerous storms at a time when many people want time off to spend with their families) then we would all have to pay more to cover the costs of many engineers being idle when under normal demand.
