Which is best? Legacy Call Charges or New Call Charges?

Hi,
I am curious, I am existing plus net home phone customer I am on the Legacy "Home Phone Anytime" tariff. I am trying to work out which is better:

The newer charges? - http://www.plus.net/images/residential/voice/pdf/home_phone_tariffs.pdf
The bit I am trying to get my head around (in the newer charges the prices are cheaper, however there is a 4.5p setup fee, which I am aware is rounded up to the nearest pence so I guess lets just say 5p set-up fee) But for the legacy charges there is a minimum 5p call charge?
Opinions please, and advice as to whether I should stay or switch, plus any other noticeable differences between the two.

It is my understanding that the call tariffs are the same for all chargeable calls for all Plusnet Homephone products including legacy ones. The tariffs changed at the end of October (end of November for existing customers).
