What does "Inclusive at all times" mean exactly?

Looking at call rates specifically because of somebody being unable to understand what 59 minutes means 
On the call charges for "Line Only" provision it says "Plusnet to Plusnet calls Inclusive at all times". I wonder inclusive with what?

Just means that calling another landline provided by plusnet will be free at all times unless the duration of the call exceeds 1 hour

My (pedantic perhaps) point is that if it is "Line Only" the call cannot be included in anything and if mentioned at all should read "Always Charged".

I can see where you are coming from but it's a common offering within ISP's and would be silly to remove,  Basic Line may be a better name for it perhaps?
