Upgraded to unlimited calls, it said it would take effect on today's date but hasn't?

Upgraded to unlimited calls, it said it would take effect on today's date but hasn't?

Reached call threshold last month so upgraded to unlimited UK mobile and landline calls. It said this would take effect from today (9th March) but I still cannot make calls out. I don't want to spend MORE money on more top ups as I've the payment plan changed on 28th February as it is and still cannot make calls! So frustrating.
