Unwanted calls from telephone number 00

When I dial 1471, it clearly says telephone number double O called today at...

Any suggestions how this is possible? and how it is possible to block them?

Plusnet Call Protect does not let me register this telephone number as one that can be directed to Junk.

No point paying £4 a month to reject withheld numbers as this is not a withheld number.

I can't believe this is legal.

Blocking junk calls without paying a monthly fee is easy - just go out and buy a modern telephone fitted with BT Call Guardian such as the BT8600.
