Unbilled calls on product change

My mother in law changed her account last month from Anytime+ to Home Phone Evenings and Weekends.  This changed again this month to the new Talk Evenings and Weekends.
However, at each change of product she has not been billed for calls or for calling features on the account although line rental has been correctly billed.  This has resulted in her credit limit not being reset at each billing cycle.
While this isn't a particular problem at the moment for her, it could be for others.
Is this the way the billing is supposed to operate on a product change?
