Reporting a faulty phone line

Apologies if the answer to this is online, but I've searched and can't find it.
Is there a way of reporting a noisy phone line other than by phoning technical support?  All the information appears to suggest that it has to be done by phone.

Select How to Troubleshoot etc.
Select My line is too quiet or has background noise
Then click on PhoneTroublshooter

Oldjim, thanks, I did all that.  The fault (crackling on the line) persisted.  And the final advice was "give us a quick phone call".  
Current waiting time is given as up to thirty minutes and I'm not inclined to use my mobile for that.
