Really poor response to line fault

I've crossed lines on my landline (that I can only assume is the reason my broadband is not great, given it's on the same line). Reported the fault, have had all sorts of nonsense about trying different phones and sockets, whic makes no sense as I am getting calls for people half a mile away! Really dont' think using a different handset will sort this. Eventually told an engineer will come and charge me unless they find a fault - which may not accur during their visit? Only after two weeks of no news have I checked the 'ticket' record - notifying me it has been closed as they have not been able to reach me 'ON -THE-FAULTY-LANDLINE' ?!!
