Phone control

Does 'Plusnet' enable a phone control,to keep an eye on use and cost? This is my second day and there doesn't seem to be one.

yes.  go to member centre, then on the top line "Phone calls"
in the next window click the off blue 'View" button
this will show a summary.
Then click "calls made"  which will bring up a list of called number, duration and cost, 10 calls at a time,
the "!" symbols indicates it is unconfirmed and will be added to your bill shortly

Yes!  It's here.
The call list is updated every four hours and your itemised bill gives a running total for the month (calls are added once they're confirmed).  
You won't be able to get into this area until around lunchtime the day after you move (occaisionally a wee bit later) - once you've had an e-mail from PN saying your service is active you'll be able to see it.  (BT don't inform PN of the move until the day after it happens.)
The route in (not using the link above) is Member Centre>Phone Calls.
