Jeremy you forgot to include "it's BT's way of saying I'm going to make you pay for picking up the phone; and dialling; and getting an engaged number" (you can put the full stop where you like!)
Trouble is OFCOM have allowed BT to get away with it and allowed other Telco's to follow.

Since these features are an inherent part of the system, it seems to me to be gross profiteering for the charges to be as much as they are.

BT had ripped everyone off when they were a monopoly and OFTEL/OFCOM have allowed it to continue with all Telcos
With all the advances in technology, BT never gave anything extra free - prices just went up and up.
Why should Telco's charge for ring when free, or 1471 ring back etc, after all they get the profit from the call.
I often make a simple comparison to TV. Nearly 40 years ago you could buy a decent large (then 26") screen colour TV for about £400.
Today, you can buy a fairly decent large screen TV for around £400. But look what you get for that now. The reliability of semiconductor technology, digital processing, stereo sound, remote control, teletext, LCD screens etc.etc.
What did BT give us, price rise after price rise.

LONDON, April 14 (Reuters) - BT Group Plc, the British telecommunications carrier that holds 31 percent of India's Tech Mahindra Ltd, said it backed its affiliate's plan to acquire a stake in scandal-hit Satyam Computer Services.
"As a shareholder in Tech Mahindra we support the deal," a BT spokesman said.
BT is also a major customer of Tech Mahindra, which provides software services.
Tech Mahindra said on Monday it would pay more than $550 million for a controlling stake in Satyam Computer Services Ltd , throwing a lifeline to the fraud-hit company and propelling itself into the top tier of Indian outsourcing companies.
