Normally this long to activate a new line?

Hi,
My friend is  on PlusNet and moved house on Tuesday 6th December and informed Plusnet on Friday 2nd December 2011 they were moving.
The house has a BT socket, but isn't active.  However the earliest date they (BT Openreach) can come is 5th January 2012! Is this length of delay normal? I know there is some disruption at Christmas, but 4 weeks?
Nearly a month without broadband and phone!

Its in South of England, near Worthing.

Hi there,
I'm afraid it's down to engineer availability in the area. I'll ask to see if there is anything we can do to bring it forward but the appointment that's booked is usually the first available.

Got that, thanks. I've had a word with our provisioning team and I'm afraid that was the first appointment available, there's no way we can bring it forward unfortunately.
I'm sorry we couldn't do anything to shorten the time in this case.
