All 084, 087, 09 and 118 numbers are premium rate. The premium is the additional Service Charge paid to the benefit of the called party and their telecoms provider.
In the case of calls to 0845 and 0870 numbers, some landline providers choose to waive both the Access Charge and the Service Charge by making these calls inclusive in allowances - even though they have to pay out the Service Charge to the called party and their telecoms provider.
This means the Service Charge for those calls is funded by all call-plan subscribers rather than by the person who made the call.
Usage of 084, 087 and 09 numbers is now banned for most purposes. There should be very little need to ever call these numbers. These numbers have been almost eradicated for contacting customer services, financial services and public services.
