New home phoneline order 15/01/2011

Hello,
I placed an order for a phoneline and broadband package on the 15/01/2011 and received an email on the 17/01/2011 advising that the order should take 2-4 working days to complete. On the 19/01/2011, I was subsequently advised that an engineer had been booked for the 22/02/2011 and the service would not be up and running before this. I'm contemplating cancelling this order as we really need to have a phoneline and broadband sooner than this. BT have said that there is a functional phoneline in the property and there are existing BT sockets within the flat, so I'm just wondering why there is such a long delay . I'd be grateful for any info/update.

If you plug a phone into the sockets, do you get a dialtone?
Based on the details you supplied us for an address match, there are 9 spare pairs available, no operational or stopped lines.
Using your building number without your flat numbers shows a working line, but no stopped lines.
As a result of these records, a new line install is required.
Last information I received suggests the average lead time for install is 21.9 working days.
