Need telephone connection

A friend of mine is moving into a rented house and will need a phone line and broadband. What is their best option, there is a phone line but its not connected has anyone had any experience of this?

think that if you take both from PN, it is a lot cheaper install if you stay for a year  was £40 not sure now
