Do mean when some one rings you the phone does not ring but you can make calls out?
If that is the case it is a fault in the exchange. I know this as our son is an Openreach engineer. But when you contact Plusnet they will test your line & it will come back "No fault found" this is because the fault is not on the line
You really have to emphasise this to them. We had the same problem & had to contact them through facebook in the end. Good luck
