Moved but still not connected

Moved house and PlusNet line to new property,  Engineer arrive and reconnect phone line to telegraph pole on 4/09/18.

He said he needed to book an additional job as the line connects under ground at my new exchange and he could not do this. I have not had any communication regarding this and my phone and broad band are still not connected. How can I find our what is happening?
