There is no 10 day learning period on FTTC. It works at full speed from day one and monitors for errors all the time. If found, it will apply error correction techniques which may DECREASE the speed in an attempt to improve reliability.
Ex - Plusnet Customer (2009 - 2023) now with BT

George - that's interesting - you learn something every day - well I do anyway !
I'll do some more checks over the next few hours and see what happens.  I have been doing loads of tests using various sites and they are surprisingly consistent.  I tend to use 'My Broadband Speed' where the last 16 tests can be graphed.  Possibly raise a ticket with PN this evening.

Our tests aren't showing any issues so I'm not sure as to why your not getting the full speed.
Can you attach a link to the Thinkbroadband speedtest result?

It's pretty consistent at ~ 30/31 down, 1.6 up.
