Hi. My landline isn't working and this is part of the update I've been provided. What does this mean? Does this mean that it is confirmed that the fault is not my responsibility and I will not have to bear the cost - the £60 call out charge?

It identifies the fault is at the exchange which is certainly not your responsibility so no risk of being charged on that score.
I know the threat of being charged is always a worry but if you really do the checks Plusnet ask for (rather than just saying you've done them) almost certainly you will have confirmed any faults are not internal to your property so you shouldn't be charged.

The only test that I could do was connect my phone. I confirmed the instrument was working by connecting it to a working connection at a neighbour's place. However, the other tests that Plusnet recommended can't be carried out by me because I live in a block of flats.
Hoping that this gets resolved sooner rather than later!
