Is VAT included in the Home Phone Rental?

I have been abroad for the past two weeks but I need some advise before I decide to switch to PlusNet's Home Phone package at £9.99 per month.
Currently I pay TalkTalk for my calls (weekends only are free) and BT my line rental which, after discounts for direct debit and paperless billing, is £31.47 per quarter equating to a monthly charge of £10.49.
This INCLUDES VAT.   I have looked around on the PlusNet website and the FAQ's but cannot seem to find whether the £9.99 is inclusive of VAT or not.
Can someone please advise?
