Why is it cheaper to phone some other countries than making a UK call?

Hi - call costs are set based on the wholesale cost, interconnect rates, termination costs and other factors such as call volumes. I think the only country I can see which is cheaper than the UK is Japan, by maybe 1 ppm?

Cheaper to phone abroad using a mobile phone then. 1 ppm to Australian, USA etc.
