I cannot find any call rates for the

As far as I can tell from the table, it costs 11.30p per minute to Canada. The 8.48p per minute only applies to the Anytime package and only when you have used up your inclusive 300 minutes to the top 20 countries (and Canada is one of the top 20.)
So it looks like you would pay 11.30p per minute on every call on the Evening and Weekends package.
But, I could be wrong!

These tables are not overly clear in a number of places. There are also a number of errors. I have a long standing ticket running on this, some of the errors have been present since changes originally made in May 2009. Plusnet still haven't got round to correcting these, despite having made other changes on the page several times since I first raised a ticket. They are all simple typing corrections. Plusnet seem to think that it's OK to mislead customers about some phone call prices and not put matters right. Either that or they haven't got someone who can read and type.

You're looking at the discounted table (for Anytime customers), you need to look at the next table down labelled "International Fixed & Mobile All" for Evenings and Weekends prices.

The problem that has been opened regarding this issue now sits with me, I have a very large piece of work looking at any and all discrepancies in pricing across the telephone call charges and correcting them so progress should be made in the next month or so.
