How long does it take to transfer my landline to plusnet

i am an existing broadband customer and applied to transfer my landline from BT to Plusnet on the 18th October. I believe this should take no longer than 10 to 15 working days but it has now been 20. When I go and check the progress all it says is;

"Your home phone order is currently being processed"

Is this normal?

My transfer has been 15 weeks so far and still waiting.
