Higher than expected charge for calling 0844 462 26 26

So I've been with BT for over 5 years and I've used this access number to call Bulgaria.
I've been always charged 2p per minute as advertised on the number provider website: http://www.budgetcom.co.uk/index2.php?letter=B&t=letter
Then I switched to Plusnet and called the customer support to verify if they charge the same for 0844 numbers with published rates - the guy on the phone confirmed.
But after I called it I was charged  £1.07 for 00:31:00 call duration, which equals to 3p a minute + 13.87p connection charge.
Why higher than advertised by the number provider and why different than BT?

Due to the 'unique' way call tariffs are set by BTW it's very difficult for the consumer to find the cost isn't it!  Calls to 0844 abc wx yz numbers are charged at a variety of rates depending on what number 'abc' is.
In the case of your number (call band g2 according to BT) the call cost is 3p/min any time of the day.  Call setup is 13.1p or 13.87p depending on when you became a customer.
Clearly PlusNet (as any provider) are free to set whatever price they like and they don't have to charge the same as BT, unfortunately in this case!

I wonder if the call was recorded by Plusnet?
Plusnet charges are based on BT Wholesale rates, BT Retail charges are not, this leads to a few discrepencies such as 118118 charges.

So basically I've been misled all this time, thinking that the advertised price of these calls is universal and applicable to all phone providers?

cyper - any advertising should be clear that it only applies to BT Retail lines

Pretty much, yes.
In fairness to Plusnet, their charge is dictated (in this case) by BT Wholesale and if they charged 2ppm it looks like they'd be losing money on the call (and some other providers charge more for the same call - the first one I checked was TT who charge 3.29ppm +13.87p set-up).
I don't know if 'Network extras may apply' on Budgetcom's website is intended to cover this.

Does that mean the Plusnet tariffs are identical to BT Wholesale?
Are the BT Wholesale tariffs public? Where can I see them?

BT Wholesale sell their service to Plusnet ( as "our suppliers") so Plusnet will add overheads and profit for the charges shown in their own price list. The BT Wholesale price list is here (xlsx file).

Looks like around 0.5p/min profit on the call then.
The profit on the setup fee is extortionate however!  BTW 6p cf Plusnet 13.87p  !!! 
In fact, for a g9 call the BTW price list is ambiguous but I read it that no call set up fee is charged...

This file shows g9 as 2.5p without VAT, which is 3p.
So now even the Budgetcom website is wrong and if I make that call from BT I will be charged 3p or BT is making a loss (sort of)?

BT Retasil are charged by Openreach whereas we are charged by Wholesale.  Their wholesale costs may be slightly different.
